UPDATE: HANOI – A devastating maritime disaster struck Vietnam’s iconic Halong Bay on Saturday afternoon when a tourist boat carrying 53 people capsized amid violent weather conditions brought by approaching Storm Wipha. State media confirmed at least 38 fatalities, including several children, in one of the deadliest incidents to hit the UNESCO-listed tourist destination.

The tragedy unfolded around 2 p.m. local time as the vessel succumbed to fierce winds and torrential rains sweeping through the South China Sea. While most passengers were reportedly Vietnamese nationals from Hanoi, authorities have not yet released a full passenger manifest.

The state-run Vietnam News Agency reported that emergency responders faced challenging conditions as they worked to recover victims from the popular cruise area, located 200 km northeast of the capital. Halong Bay’s labyrinth of limestone karsts and islands – which draws tens of thousands of visitors annually for its scenic boat tours – became a scene of tragedy as Storm Wipha, the third typhoon of the season, advanced toward Vietnam’s northern coast.

The storm’s peripheral effects already disrupted regional transport, with Noi Bai International Airport diverting nine incoming flights and grounding three departures on Saturday. Maritime authorities have suspended all non-essential boat operations in the area as the system approaches expected landfall early next week.

Prime Minister Pham Minh Chinh has ordered an urgent review of safety protocols for tourist vessels during storm season. The catastrophe has raised serious questions about why the boat was operating despite severe weather warnings, with investigators expected to examine whether proper evacuation orders were followed.
