Thailand and Cambodia Agree to Comprehensive Ceasefire Following Border Clashes

KUALA LUMPUR, Aug 7 – Thailand and Cambodia have reached a landmark ceasefire agreement, pledging to halt all military movements and hostilities along their shared border after weeks of escalating tensions. The deal, finalized during a four-day meeting of the General Border Committee (GBC) in Malaysia, includes strict provisions to prevent further violence and establish an ASEAN-led monitoring mechanism.

Key Terms of the Agreement

The ceasefire, which took effect at 24:00 (local time) on July 28, mandates both nations to:

  • Immediately cease all weapons use, including attacks on civilians and military positions.

  • Freeze troop deployments and refrain from reinforcements or patrols near the border.

  • Prohibit provocative actions, such as airspace violations or new military fortifications.

  • Ensure humane treatment of captured soldiers, with their repatriation post-conflict under the Geneva Conventions.

  • Exchange information on casualties and facilitate the dignified return of remains.

ASEAN to Oversee Compliance

An Interim Observer Team (IOT), led by Malaysia and comprising ASEAN defense attachés, will independently verify adherence to the truce. The team will operate without crossing borders but will coordinate closely with regional committees.

Diplomatic Breakthrough

The pact was co-chaired by Thai Defense Minister Gen. Natthaphon Narkpanich and Cambodian counterpart Tea Seiha, with U.S. and Chinese officials observing. Both sides also agreed to:

  • Hold regular RBC meetings, with the first scheduled within two weeks.

  • Maintain direct communication between defense chiefs to prevent misunderstandings.

  • Combat misinformation to reduce public tensions.

Humanitarian Focus

The agreement emphasizes protecting civilians and upholding international humanitarian law, including medical care for the wounded. It also calls for swift resolution of accidental clashes through existing bilateral channels.
