Two men were found dead yesterday in Loei and Nakhon Ratchasima. Police believed they succumbed to heart failure due to cold weather. BANGKOK, Dec 20 – Thailand’s Disaster Prevention and Mitigation Department on Thursday declared the northern provinces of Chiang Mai and Uttaradit as cold disaster zones.
