In a significant development for economic relations, Thailand and the United States have jointly announced a framework for a comprehensive trade agreement during the ASEAN Summit in Kuala Lumpur. The joint statement signals a mutual commitment to establishing a reciprocal trade pact founded on principles of mutual benefit and sustainable economic partnership.
U.S. Slaps 36% Tariff on Thai Imports in Major Trade Policy Shift
Thai Commerce Minister Suphajee Suthumpun emphasized the strategic importance of the negotiations, noting that the United States represents Thailand’s second-largest trading partner after China. She expressed confidence that the talks could conclude by year’s end, paving the way for enhanced market access and economic cooperation. The framework encompasses broad areas including tariff reductions, non-tariff measures, services, investment, digital economy regulations, rules of origin, and mechanisms to ensure mutual economic stability.
The proposed agreement outlines substantial trade liberalization, with Thailand committing to eliminate tariffs on approximately 99% of American goods spanning industrial, food, and agricultural products. In reciprocity, the United States will maintain its current tariff structure on Thai imports as established through recent executive orders. The framework also addresses specific market access issues, with Thailand pledging to streamline entry for US meat and poultry products certified by the Food Safety and Inspection Service.

Thailand has committed to adopting high environmental standards and enforcing its environmental laws effectively, while both nations will finalize commitments protecting internationally recognized labor rights. The digital economy forms another cornerstone of the negotiations, with Thailand agreeing to refrain from imposing discriminatory digital service taxes and to ensure free cross-border data flow, safeguarding American digital services and products.

The agreement builds upon substantial existing trade, with Thai exports to the United States valued at $54.9 billion last year, predominantly comprising computers, computer accessories, phones and related components.
