UBON RATCHATHANI, Aug 1 — Severe flooding in the northeastern province bordering Laos has forced provincial governor Serm Chainarong to declare 17 out of 25 districts disaster zones.

Phibun Mangsahan and Trakan Phuet Phon districts have been most affected so far, said Mr Serm.
